Handles psc:chapters (Podlove Simple Chapters). Prefix psc, URI https://podlove.org/simple-chapters/. Registered in core boot.

Item tags: a <psc:chapters version="1.2"> block with per-chapter <psc:chapter> elements. Chapter entries support start (required, timecode string e.g. "00:01:23.456"), title (required), href (optional URL), image (optional URL). Chapter data is populated via the benecaster_psc_chapters filter.

Targets Podlove Webplayer and apps that parse inline XML chapters rather than referencing an external JSON file. For external JSON chapter files (<podcast:chapters>), set the chapters key via benecaster_feed_podcast_episode_tags instead.
