Opt a custom bridge into the Promote-to-Bridge migration wizard

A bridge that only implements BridgeInterface can be a migration source but not a target. The Promote-to-Bridge wizard filters the target grid to bridges that also implement BridgeWritable. Three methods are required: can_import(): bool (the plugin is installed), supports_tier( int $tier_id ): bool (the tier ID resolves), and create_member( string $email, int $user_id, int $tier_id, array $meta = [] ): bool (creates a member record without a charge). Implementations must be idempotent — if the user already holds the tier, return true rather than creating a duplicate row.
